Education has been and continues to be a high priority of the United States government. President Obama and the United States Congress supported legislation called The American Recovery and Reinvestment Act, which was intended to invest in education to promote jobs and prosperity for Americans. This Act provided support to restore America’s leadership in higher education.

The paper deals with the basic parameters of employment policy aimed at citizens with disability (or carers) in the Czech Republic.

 

Attention will be paid to both the basic socio&psychological aspects, which participation of people with disability in the working process brings them and secondly the basic framework of social (legislative, fiscal, benefits) support to their employment.

Although parents and guardians expect to perform caregiving tasks during the upbringing of a young child, these responsibilities take on a new significance when a child is diagnosed with a disability. With this diagnosis, roles and duties may change, and caregivers often face the possibility that a child may require long&term care beyond the typical child-rearing years (Raina, O’Donnell, Rosenbaum, Brehault, Walter, Russell, et al., 2005). Parents may experience stress and an array of other feelings as they adjust to the demands of caring for someone with special needs while trying to balance family, work and their other responsibilities (Plant & Sanders, 2007. Providing care for an individual with a disability may drain physical and emotional energy, as well as financial resources (Floyd, & Gallagher, 1997; Murphy, Christian, Caplin, & Young, 2006). Research in the United States has shown that caregivers of children with disabilities report increased health and psychological problems when compared to parents of children without disabilities (Maes, Broekman, Dosen, & Nauts, 2003).

The last several years have seen the education of students with disabilities undergo considerable positive development. Many years ago, people with disabilities were often considered a public embarrassment or simply ignored by all but the afflicted person’s family. The twentieth century brought considerable enlightenment in this area. Pupils usually had some education and most had State support for living. Society had finally begun to see strengths instead of just weaknesses in individuals with disabilities. Schools for visually impaired children, children with hearing impairments, and children who were confined to a wheelchair started to be taught with special methods that enhanced their probability to succeed in society on a more independent basis. Unfortunately, education rarely included studying at a University.

The successful selection of profession is very important for the display of personal skills and possibilities. Today when values are changing the motives which help to choose profession can vary too. Recently circumstances, recognition from other people are often put in first place and more rarely people are trying to realize themselves in not so very accepted fields. The student’s motivation can vary during the process of studies, because of differences between real and imaginable profession. It is natural that professional motivation can begin to vary in the process of studies.
